Robert Bismark Otoo is a graduate of University of Ghana. He completed his National Service at the same university. In January 1989, he moved to Canada to continue his studies at the University of Guelph, Department of Computer Science. While in Guelph, he served as the President of the Ghanaian Community in Guelph, and was the link between the University of Guelph International Students Office and the Ghanaian Students. In this role, he helped settle new students from Ghana. He also served as an Executive member of the University of Guelph African Student Union, where he helped organize the African Student Community. After his studies, he worked at RBC Dominion Securities as a Programmer Analyst in Toronto before moving to work as a Software Engineer at Roadware Corporation, a high-tech company in Paris, Ontario for 2 years.

In 1997, he moved to Ottawa to work with the Federal Government, first at Statistics Canada as a Senior Systems Programmer for 15 years, and then later with Shared Services Canada as Senior Systems Analyst, where he has been working for the last 6 years. Robert Bismark Otoo is a founding member of the African-Canadian Association of Ottawa (ACAO), which has a mission of uniting and building capacity within the Africans in Ottawa, to promote community engagement and participation.

Robert Bismark Otoo is the current President of the Ghanaian Association of Ottawa. In this role, and as a volunteer community member, Bismark has mentored several Ghanaian students in Ottawa who have moved on to secure jobs in Ghana, Canada and the United States. He has also organized several community education seminars, and assisted the Ghana High Commission (Ottawa) in organizing community seminars, symposiums for visiting parliamentarians and government ministers from Ghana. He was part of the Delegation that represented Ghanaians in Ottawa when the Ghana Constitutional Review Committee did their North American tour. He continues to provide support to the High Commission Office in Ottawa in areas such as the Diaspora Initialization Program, and Consular services.
